Background

The Lake Victoria Drowning Prevention Project (LVDPP) is implemented by EMEDO and funded by the Royal National Lifeboat Institution (RNLI). The project addresses drowning risks for seven fishing communities in Mara, Mwanza, and Kagera regions. LVDPP seeks to better understand disabilities in these communities, identify barriers to participation, and improve inclusivity for people with disabilities (PWDs).

Purpose of the Study

This gap analysis will:

  • Assess the current status of PWDs in project communities
  • Identify barriers to their participation in LVDPP interventions
  • Recommend inclusive programming improvements

Consultant Qualifications

The ideal candidate will have:

  • Demonstrable expertise in disability inclusion research, particularly accessibility assessments
  • Strong understanding of gender and disability intersectionality
  • Experience working with fishing/rural communities in East Africa
  • Proficiency in Swahili and English (written and spoken)
  • Skills in qualitative research, especially participatory methods
  • Knowledge of Tanzanian disability rights frameworks
  • Proven ability to deliver high-quality, accessible reports
  • Experience with donor-funded NGO projects

Timing

Fieldwork begins in September 2025, lasting 2–3 weeks with travel to island communities. Download full Terms of Reference here.
