VisionFund Tanzania is owned by VisionFund International, World Vision’s microfinance subsidiary. Role Purpose
The Head of People, Culture and Administration is responsible for all aspects of the human resource function within the VisionFund Tanzania Office. Reporting to the Chief Executive Officer, the position is responsible primarily for P&C Strategy, staffing, recruiting, retention, performance management, employee relations, compensation, compliance, individual development and succession planning. The incumbent ensures that HR initiatives are aligned with VFT’s mission, values and long-term business strategy, and that they support the evolving HR needs of the business. The overall objective of the position is to support the development and retention of a high-performance work force and a learning culture.
Key Responsibilities
People & Culture Strategy
- Provides strategic People support and advice on Human Resources issues
- Updates the employee handbook on a per need basis
- Ensures that good insurance covers for staff are in place
- All Policies are updated as required quarterly present to board P & C matter
- Recommend employees recognition activities to honour individual milestones
Manpower Planning & Budgets
- Contributes and advises in senior management strategic planning
- Prepares and submits annual budget and plan for SMT approval
- Aligns with SMT on manpower planning
Recruitment and Onboarding
- Develops letters of appointment, transfer, promotion
- Conducts “due diligence” for job applicants
- Ensures standardized hiring processes
- Coordinates all recruitment and orientation
Compensation & Rewards
- Reviews benefits scheme annually
- Conducts consultations for performance indicators
- Carries out salaries and benefits surveys
Performance Management & Engagement
- Implements staff performance appraisals in Workday
- Investigates disciplinary and grievance cases
- Develops performance indicators for incentives
Capability & Competency Management
- Conducts staff training needs assessments
- Coordinates staff development strategy
- Ensures 100% completion of mandatory training
Procurement and Office Administration
- Analyzes purchase requests
- Provides oversight to procurement committee
- Manages security, fleet, and property
Required Knowledge and Qualifications
- Master/Postgraduate Diploma in Human Resources Management or related field
- Experience in HR information systems
- Expertise in national labor law and employment practices
- Excellent interpersonal, communication, and leadership skills
- Cultural sensitivity and ability to promote workplace diversity
Additional Requirements
- 25% domestic/international travel
- Fluency in written and spoken English
