ESS Utumishi (Watumishi) is a digital platform enabling public servants to access self-service, apply for leave, update details, and download payslips.

ESS Utumishi is an online platform developed by the Tanzanian President’s Office – Public Service Management and Good Governance (Utumishi) to make it easier for public servants to manage their personal employment information.

The platform is part of the government’s digital transformation strategy, aimed at improving transparency, efficiency, and accessibility of public service data.

How to Login

  1. Visit ESS Utumishi portal
  2. Enter your username (check number) and password
  3. Click "Login"
  4. Use "Reset Password?" if needed or "Click here to register" for new users

PEPMIS Access Steps

  1. Click on the PEPMIS module within ESS Utumishi
  2. The module displays six steps for performance evaluation:
    • Annual Institutional Performance Planning
    • Implementation and Monitoring
