Overall role objective

The Impact Finance Expert will strengthen HELVETAS’ position as a strategic impact finance actor in Tanzania by leading project development, partnership building, and advisory delivery at programme and assignment levels.

This is a senior technical role with significant programme-level influence. It requires advanced problem-solving, strategic thinking, and stakeholder engagement capabilities, as well as the ability to operate with a high degree of technical autonomy.

Key responsibilities

Goal 1: Business development and portfolio growth – 25%

Lead the development of impact finance concepts, proposals, and mandates.

Identify and pursue funding opportunities with donors, DFIs, and private investors.

Contribute to strategic positioning and pipeline development in Tanzania.

Goal 2: Partnerships and ecosystem engagement – 20%

Build and maintain strategic partnerships with public and private stakeholders.

Facilitate collaboration among government institutions, investors, donors, and implementers.

Represent HELVETAS at national, regional, and selected international forums.

Goal 3: Project and advisory delivery – 20%

Design and implement impact finance projects and advisory assignments.

Independently deliver smaller mandates and contribute to larger multi-country projects.

Ensure quality, relevance, and compliance with HELVETAS and donor standards.

Goal 4: Financial structuring and technical advisory – 15%

Support blended finance structuring, financial modelling, and investment analysis.

Conduct feasibility studies, market assessments, and investment-readiness support.

Contribute to financial and impact due diligence and performance analysis.

Goal 5: Project management and reporting – 10%

Plan, budget, monitor, and report on project and advisory activities.

Coordinate with internal support functions and external partners.

Ensure timely and high-quality donor and internal reporting.

Goal 6: Knowledge, learning and visibility – 10%

Strengthen HELVETAS’ visibility and thought leadership in impact finance.

Produce presentations, briefs, and visual materials for diverse audiences.

Contribute to institutional learning and global knowledge exchange.

Strengthen internal capacity by advising country teams on impact finance concepts and tools and supporting their application in selected initiatives.

Competence profile

Academic qualifications

Mandatory

Master’s degree in Finance, Economics, Business, Development Studies, Public Policy, or a related field.

Optional

Specialisation in impact investing, sustainable finance, or development finance.

Further training and skills

Financial analysis and modelling skills

Proposal-writing and project-management skills

Training in blended finance, environmental, social and governance practices (ESG), or impact measurement and management

Professional experience

A minimum of 8–10 years of relevant professional experience

Experience in consulting, finance, impact investment, SME development, or development programmes

Proven experience in business development, advisory delivery, and partner engagement

Previous regional experience in East Africa, particularly Tanzania

Experience working with DFIs or impact investment funds

Leadership competencies

Project and workstream leadership

Ability to coordinate multidisciplinary teams and partners

Independent decision-making within delegated authority

Experience mentoring junior employees or consultants

Social competencies

Strong communication, negotiation, and stakeholder-management skills

Cultural sensitivity and strong alignment with HELVETAS’ values

Understanding of impact finance and blended finance

Advisory delivery and analytical problem-solving skills

Donor and investor engagement experience

Sectoral expertise in areas such as SMEs, climate finance, or inclusive finance

Fluent written and spoken English

Swahili, with native-level proficiency considered an advantage

IT skills

Proficiency in Microsoft Office, including Excel, PowerPoint, and Word

Experience with financial modelling and presentation tools

Experience with data visualisation or impact-reporting tools

Ability to work independently and manage multiple priorities
