Position Overview

Rank: Principal Human Resources Officer II

Department: Human Resources

Reports to: Chief Manager Talent Management

Objective: Lead training strategies to enhance employee skills, support career growth, and align with TCB’s strategic goals.

Key Responsibilities

Training Strategy & Planning

  • Develop and implement the Bank’s Training and Development strategy.
  • Conduct training needs assessments (TNA) to identify skills gaps.
  • Prepare annual training plans and budgets.

Learning & Development Implementation

  • Design and monitor training programs (internal/external).
  • Oversee training curricula, e-learning platforms, and leadership programs.
  • Facilitate mentorship, coaching, and succession planning.

Policy, Compliance & Reporting

  • Formulate training policies and ensure regulatory compliance.
  • Submit training reports to Bank of Tanzania (BoT).
  • Evaluate training effectiveness and business impact.

Stakeholder Engagement & Partnerships

  • Collaborate with internal stakeholders (EXCO, Chief Managers).
  • Manage relationships with training providers and institutions.
  • Represent TCB in professional forums.

Team Leadership & Capacity Building

  • Lead and mentor the Training & Development team.
  • Drive innovation in digital learning methods.

Qualifications & Experience

  • Master’s degree in HR, Business Administration, or related field.
  • 13+ years of relevant HR experience.
  • Professional HR certifications (e.g., CIPD, SHRM) preferred.
  • Strong communication, negotiation, and interpersonal skills.
