Terms of Reference (ToR) for Individual Consultancy Services for the Installation of Community-Based Early Warning System (CBEWS)

Ramani Zetu, Sauti Zetu Project in Dar es Salaam

Introduction: OpenMap Development Tanzania is implementing the Ramani Zetu, Sauti Zetu project to enhance flood resilience through community-driven data and early warning systems.

Objective:

Install and commission CBEWS in five flood-prone wards of Dar es Salaam.

Scope:

  • Installation in Ubungo Municipality (Makurumla, Ubungo, Mabibo), Temeke (Keko), and Dar es Salaam City Council (Tabata).

Key Tasks:

  • Site assessments, siren/solar system installation, orientation for local representatives.

Deliverables:

  • Operational EWS, solar backups, installation records, testing reports, completion report.

Duration:

14 days in July 2026.

Qualifications:

  • Diploma in Electrical/Electronics Engineering or related field, 3+ years of installation experience.
